VEU Solar VEECs and STC Stacking
VEU Email received 18 Sep 2026
Question: " Can solar VEECs created under VEU PBA M&V be stacked with STCs? "
Answer from the VEU:
Under the Act, a VEEC cannot be created under PBA where the activity has previously received a benefit under a prescribed greenhouse gas scheme.
This is set out in Part 20(6) of the Act:
"An accredited person must not create a certificate in respect of a prescribed activity if the accredited person or another person has previously obtained any benefit in respect of that prescribed activity under a prescribed greenhouse gas scheme. "
The VEU regulations (rather than the PBA regulations) provide an exception under Part 3, 38(b) for deemed activities under Parts 1, 3 and 47. This means that, for a deemed Activity 47, both STCs and VEECs can be claimed.
However, this exception does not apply to PBA. Under PBA, it is not possible to claim both STCs and VEECs for the same system. If both types of certificates are to be claimed, the systems would need to be separated so that the STC claim and VEEC claim relate to separate systems.
Answer from DEECA:
" I can confirm claims for solar installation under PBA are not eligible for STCs."
