VEU C&I Solar Activity 47 Power Purchasing Agreements (PPA)

VEU Email received 18 Sep 2026

Question: " For PPA jobs where there is no proposal or tax invoice due to the solar PV system being paid for and owned by the installer (usually also an electricity retailer). The energy consumer must still sign the VEEC Assignment Form? "

Answer:

Where the energy consumer is not required to make any upfront payment for the installation of the system due to the arrangements under a Power Purchase Agreement (PPA), it may be appropriate to accept a copy of the PPA or relevant agreement/contract with the energy retailer as evidence in lieu of a tax invoice for the installation or cost of works.

In these circumstances, the energy consumer would have no effective contribution amount toward the installation costs.
