Use of Non-Prescribed CES (NP-CES) for Typographical Errors in Prescribed CES for Victoria STC Jobs

Question: "Regarding Battery and PV STC jobs in Victoria where incorrect information is entered in a CES due to a typographical error and cannot be amended under the regulations set out by Energy Safe Victoria.

Would it be acceptable to the CER if we submit a Non-Prescribed Certificate of Electrical Safety (NP CES) along with a Prescribed Certificate of Electrical Safety (CES) that:

  • References the original CES number, and
  • Provides the corrected information  "

Answer:

Under the Small-scale Renewable Energy Scheme (SRES), all STC claims must be supported by complete and accurate documentation at the time of certificate creation, including a valid Certificate of Electrical Safety (CES).

The CER has advised that:

    • An NP-CES may be submitted as additional supporting documentation to clarify discrepancies that are not related to the electrical work itself.

    • The NP-CES should reference the original CES number and clearly provide the corrected information.

    • Both the original Prescribed CES and the NP-CES must be submitted to the CER during compliance reviews or audit requests.

Important Notes

    • An NP-CES does not amend, replace, or invalidate the original Prescribed CES.

    • Acceptance of the documentation remains at the discretion of the CER.

    • The CER must still be satisfied that the STC claim meets all legislative and evidentiary requirements based on the documentation provided.

When This May Apply

  • This process may be considered where:

    • A typographical or administrative error exists on the original CES.

    • The error cannot be corrected through ESV amendment processes.

    • The discrepancy is not related to the actual electrical installation work completed onsite.

All cases should continue to be assessed individually, and supporting evidence should be retained where applicable.
