Question: " If an installer misses a photo of the baseline unit before decommissioning but does capture a photo of it prior to its removal then there is no recourse to claim any certificates?
Even under the 'no replacement' scenario, for which the policy intent is to incentivise the installation of new high-efficiency air conditioning - which is exactly what is occurring in this instance? "
 
 

Answer:

The new air conditioner has replaced an existing unit. Ecovantage should meet the relevant evidence requirements for the “replacement” activity, as listed in the HEER method guide, before creating ESCs. This would include photographs of the existing unit installed at the site (Table 4.9). If this evidence is not available, the implementation is not eligible for ESCs.
We do not have the provision of creating ESCs using the “new installation” approach for a “replacement” activity, where there is incomplete evidence, even if that results in lower ESC creation.
The scenario you have described does not sufficiently evidence either the ‘replacement’ or ‘new install’ (non-replacement) scenarios as set out in the evidence requirements in the HEER Method Guide.

 We encourage ACPs to ensure their representatives understand the evidence requirements for each activity. The Minimum Requirements of Conduct requires ACPs to train their representatives. This training will help you avoid scenarios where Installers provide insufficient evidence for certificate claims.
