Frequently Asked Question 

 Are further changes planned for BESS1? 

Policy questions are for the Department. Feedback can be provided directly through its website for PDRS information and Rule changes. IPART administers the schemes and does not make the Rules. 

 Why are both existing solar PV and inverter details required for BESS1 registrations? 

These requirements are specified in the PDRS Rule and therefore must be reported in the implementation data you upload in TESSA. Questions about the policy rationale should be directed to the Department.  

 How does BESS1 work with the Home Energy Saver Program? 

BESS1 can be delivered through approved Exempt Energy Programs (EEPs) and at government owned and managed sites from 1 July 2026. The Home Energy Saver Discounts Program is an approved EEP program. See our Exempt and low income energy programs page for more information. 

 Can BESS2 be used at apartment buildings with individual NMIs? 

No, BESS2 only applies at BCA Class 1 Building or Small Business Sites. Apartment buildings are BCA Class 2 buildings. 

 For BESS2, what if the end user is not in a VPP network for the minimum 12 months? 

There must be a valid contract in place between the Capacity Holder (the account holder of the electricity account for the NMI), and the Demand Response Aggregator for at least 12 months to be eligible for the incentive. The contract must be signed by the account holder at the site. There is no requirement for the customer to remain in the VPP for 12 months, but the incentive is only available once for each NMI.  

 For BESS2, what evidence is needed for previously installed solar systems? 

You will need a geo-tagged photo of the existing solar system. 

Can BESS2 be stacked with BESS4 where a small business installs a battery and joins a VPP? 

Yes, provided all requirements for both activities are met, including meeting BESS2 Site requirements (Small Business Site is defined in clause 10 of the PDRS Rule).
